The K.Atoll Office

The Kaafu Atoll, Atoll Office is situated in K.Thulusdhoo. The atoll office, is headed by the 'Atoll Chief', who is appointed by the president of the Republic of Maldives. The Island offices, come under the Atoll Office. There are 9 islands, which come under the K. Atoll office.

There are 5 sections with in thel office, which are designated with the alphabetical letters A,B,C,D and E sections.The work done in these sections can be viewed below, by clicking on the links on the panel, right.

The atoll office is governed by the atoll chief. The organization of the office is to undertake the huge task of governing the entire atoll. The atoll office is the supreme government body, at an atoll level, which is inturn coordinated by the Ministry of Atolls.The administrative work is carried out by the A-section, whislt the financial accouting and budgeting is undertaken by the C-section. The B-section is involved in legal matters along with urban plots and their management.

The atoll chief is assited by his deputies. The island offices and their staff come directly under the atoll offices

'The Atoll House' is the official residence, where the atoll chief resides, and the visiting officials and senior staff reside. The atoll house is also located in thulusdhoo, which is approximately 200 meters from the atoll office.

The 'Atoll commitee' is headed by the atoll chief, and takes an important role, in the decision making for the resource allocations of the funds available for development.

Evidently, Kaafu atoll is an atoll, with a comparatively high population than other atolls of Maldives.

A-Section: Adminstrative Section

  • Office – Security (opening/closing)
  • Entries & the monitoring and tracking of these entries
  • Arranging meetings and minutes of meetings
  • Annual report preparation

  • Administering the matters of Island Development Committee, Women’s Development Committee, Clubs and Organizations of the island

  • Reporting the status of staple food supplies within the atoll to the Atolls Ministry every fortnightly
  • Reporting to the relevant authorities with requested data
  • Inter-island communication network via radio telephone receivers
  • Inquiries in anticipations of eventfulness through out the islands of the atoll, twice daily
  • Outgoing messages/letters
  • Hospitality towards honorable figures, visiting the office
  • Maintaining the basic education level within the atoll
  • Organization and administration of the ‘Government Employees’ Club Kaafu Atoll Branch’
  • Maintaining stock and inventory for stationary and office equipment for the office and all island offices of the atoll
  • Monitor the health and educational status of the atoll
  • Matters concerning construction ware as timber, quarry materials such as coral fine and coarse sand, and rough coral
  • Official channel to the relevant government authorities for assistance pleas from the public
  • Registration of land and sea transportation vessels and all matters regarding the same within Kaafu atoll
  • Registration for inhabitants for their respective islands
  • National identification registration, for national i.d. database
  • Matters concerning name changes of the inhabitants registered within this atoll
  • Issuance of birth certificates and matter related to the same
  • Clearance for sea vessels departing to international waters
  • Matters concerning the Annual Handicraft Work Fair

B-Section: Legal matters & Urban Adminstration Section

B-1 Sub Section

  • Matter concerning land plot issuance
  • Registration of land plots and buildings
  • Matters concerning issued plots to the private sector
  • Matters concerning issued plots to the public sector
  • Matters related to public nuisance caused by foliage and buildings in one housing plot to another
  • Matters involving boundaries and plot marks for housing plots
  • Matters concerning agricultural land plots
  • Investigation of all complaints lodged at the atoll office (offences)
  • Appointment of a ‘value determination committee’ regarding cases under investigation
  • Matters concerning mortgage of land and building
  • Issue and renew ‘safety certificates’ to marine vessels
  • All matters concerning the driving and operating licenses for all land vehicles and marine vessels
  • Investigate into matters regarding general complaints
  • Internal administrative office work and filing within the section
  • Matters concerning exiled convicts
  • Matters concerning transfer of people in custody to the capital Malé
  • Matters concerning people held under house and island or atoll arrest
  • Pass the data relevant for minutes of events

B-2 Sub Section

  • Investigation of complaints lodged at the atoll office
  • Forwarding the completed investigations from the island offices to the relevant authorities
  • Presenting the accused before a court of law in cases where the state prosecutes
  • Present the cases before a court of law in which the state prosecute
  • Maintain records of those cases where the state prosecutes
  • Forward the record of those cases where the state prosecutes to the attorney general’s office
  • Investigate juvenile cases
  • Report of cases lodged in juvenile category to the relevant ministry
  • Records of cases in the juvenile category
  • Forward the relevant information and data for minutes of events to relevant section
  • Miscellaneous tasks that are not mentioned above but are alike the above mentioned

C-Section: Finance & Budget Section

C-1 Sub Section

  • All aspects of office budget
  • Receipts of all income to the office
  • Issuing staff salary, allowances & extra hours
  • Registration fee collection and record maintenance for all sea vessels and land vehicles within the atoll
  • Report with the records of all sea vessels/land vehicles which have not paid their annual fees, by March of every year, to the Ministry of transport
  • Report with records of all sea vessels/land vehicles which have paid their annual fees on time, to the Ministry of transport
  • Submit a budget report to the Audit office
  • Submit a budget petty cash report to the Audit office
  • Submit the records of grant allocation for various pleas within the atoll to the Audit office
  • Submit records of cash balance in the safe at the end of every month, to the Audit office
  • Maintain provident funds
  • All matters regarding staff salaries
  • Deduction of salaries from staff who appear late and do not complete their hours
  • Receipt of fees from all land and marine vessels
  • Maintain records of those who are granted the ‘light loan’ issued by the Ministry of fisheries, agriculture and marine resources, maintain those loan accounts, and submit the monthly repayments to the Ministry of fisheries, agriculture and marine resources
  • Submit records and data relevant for keeping minutes of events to the relevant section
  • Miscellaneous tasks which are not mentioned above but are related to finance

 

C-2 Sub Section

  • Maintain accounts according to the rules and regulations of the Government of the Republic of Maldives, and Maintain the records filed.
  • Maintain and monitor all expenditures related to the atoll office
  • Submit a report of allowances and salaries to the Ministry of Education
  • Submit a report of pensions and salaries to the Ministry of finance
  • Submit a report of allowances and salaries to the Ministry of Health
  • Submit a report of allowances and salaries to the Attorney General’s office
  • Submit a report of allowances and salaries to the “ Centre of Islamic Affairs”
  • Submit ‘month end cash balance at hand’ report to the Audit office
  • Submit all other relevant financial records to the relevant authorities if needed
  • Maintain the budget of the Health centre
  • Maintain accounts of the petty cash that has to be submitted to Department of Public health
  • Maintain accounts of the petty cash that is provided by ‘Mauhadhu dhiraasath’ul Islaamiyaa’

  • Hiring and Job descriptions for all staff hired within the atoll office and all island offices
  • Maintain an attendance record for the atoll office staff
  • Maintain an attendance records for the atoll office and island office staff, and all matters involving the same
  • Maintain records of registration for all atoll office and island office staff
  • All issues regarding vacation and leave
  • Maintain records of attendance during non-official hours for the office staff
  • Monitor progress during work and duties for shift workers
  • Maintain all aspects of duty shifts for shift workers
  • Provide data to C-Section with regard to changes in salaries and allowances to the staff
  • Maintain all appointments for the Atoll chief

E-Section: Projects and Development, Property and Events

  • Procurement and maintenance of all furniture and equipment required for all island office, atoll office and the atoll house.

  • All building construction projects which do not come under developmental projects
  • Maintenance of public rainwater tanks
  • Procurement of all construction hardware and build ware
  • Maintenance and security for all Public property
  • To receive and land and all property of the Government of Maldives
  • Maintenance of all vessels and communication equipment of the atoll office
  • Maintenance and matter related to navigation marine lights, street lamps
  • Security and maintenance of the atoll office and atoll house
  • All projects which are conducted at island level or atoll level for the development of the atoll or the island
  • All matter regarding ‘Oivaali Kandhufathi’
  • Maintenance and cleaning atoll office and atoll house
  • All matters regarding the Atoll Vessel
  • All trips organized by the atoll office
  • All trips of the atoll chief, to the atoll islands
